Ian Volner focuses his practice of law on telecommunications, mass media, and direct marketing.
Mr. Volner successfully drafted and lobbied for provisions of the Telecommunications Act of 1996 which served the interests of clients in the mass media, direct marketing, and telecommunications industries. He has litigated before the FCC, FTC, and Postal Rate Commission, and in federal courts on a full range of communications and direct marketing issues. He has also testified before Congressional committees on numerous occasions in an effort to reform the Postal Service, and has argued several landmark First Amendment cases. In addition to Mr. Volner's own experience with these new and complex issues, he also can call on the wide resources of Venable in all aspects of communications law, direct marketing uses of electronic media, and mass media distribution of programming via conventional television and multi-channel distribution systems.
Mr. Volner holds memberships in the District of Columbia, American and New York State Bar Associations, as well as the Federal Communications Bar Association.
Mr. Volner has been the keynote speaker and discussion leader at public and industry forums. He has published numerous articles on communications and direct marketing subjects.
